My scabbers throat rail broke off at one point. I found a replacement with a old/new rivit. I am not sure on how to remove the rivit without damaging the throat cap. Any ideas

Cut a piece of metal to go inside the throat, center punch the rivet, and drill it out. The metal block will then support the head of the new rivet as you hammer it flat.
