The only true hangers we could call "Ustasa hangers" would be for the PTS dagger--which would truly be an "Ustasa" Dagger, which is the dagger with the Ustasa "U" on the scabbard...I have never seen one of those daggers ever offered for sale and it has been attributed to the Pavelic Bodyguard...I do not know what the correct hangers would be for the PTS dagger.
German Auction Houses/Sellers/Dealers like to call anything from WW2 Croatia an "Ustasa" item...by that rational all WW2 German items are "SS items"...

I want to make sure I understand what you are saying.
You are saying that while these are Croation hangers, they do not belong to the Croation dagger for the bodyguards which would be the only Ustasa dagger. therefore these are not Ustasa.
Thank you for clarifying this. I believe you are quite correct.
As regards the Ustasi dagger. We were privilaged to have a photo of one of the originals with its hanger posted here. I suspect that posting has dispeared by now.
I am not positive, but I thought it had some type of chain hanger.
