I have not seen that before. It is in the style of the "CD" Civil Defense used from WWII into the cold war era. If I had to guess I would say a Civil Defense helmet from Washington DC. Looks like the wartime composite construction helmet being used too. I would say late 40s early 50s. Quite an unusual variation.
