its a difficult one paul, my advice would be buy as a no decal relic ground dug lid, and if it turns out a ss , its a bonus, wouldnt pay more than 50 for a relic lid{uk} best of luck

Without much larger, clearer photos I would tend to agree with Phil. If it turns out to be the real McCoy condition will be the main thing, but it does appear to be a relic.
