My friend has bought a WW2 Japanese sword. We have never seen such a tang. Can You comment it?

Kanji looks like Seki arsenal stamp.

IT APPEARS THAT THE TANG OF ONE SWORD HAS BEEN WELDED TO A BROKEN BLADE. THIS HAS BEEN DONE WITH OLD BLADES BUT IT DOES NOT MAKE SENSE FOR A MILITARY BLADE.
