I had a veteran send me this collar. He has indicated to me that it is from a Japanese navy admiral. I have no idea if it is or not. Anyone out there in the audience tell me what rank it is and the value.

Bob, those are police emblems not navy. I don't know how it(collar?)was used & why it was made to be detachible? Perhaps off a rain coat or a helmet havelock?

A removable collar for Civil Defense. I am unsure of the rank but the kanji and number would indicate the police prefecture under which this person operated. A jacket sells for around $100 so I suspect the collar would be in the $35 price range.
