I have some info in that this is from training HQ BAUMBHOLDER, but what is the rank etc top line

This disc looks to be Kommandatur der Truppenübungsplatz Baumholder (so as you wrote HQ of training camp). 32 is Stammrollenummer but there is no blood group, so the disc is unissued?!
What rank you are missing?
