Has anyone seen this one before? The metal rings are a new one to me.

Dave..typical small party pennant..used for a variety of things from decoration to a symbol of the party on a vehicle, though not necessarily thought of as a car pennent in the strictest of sense..

I have found several of these over the years with the metal rings and feel they are for bicycles.
