Hello Deutscher,
Yes,he is a Diplomat.
He is wearing the 1939 pattern insignia.He belonged to the "pay group" IV,group "C" and he was a Official of the Middle Career,Sekretär, as those two four-pointed silver stars indicate and also by his shoulder board.
Nice rare picture.

By the way Deutscher,good books on that issue are "In The Service Of The Reich" by John Angolia and "Uniforms And Insignias Of The German Foreign Office And Government Ministries 1938-1945" by Jill Halcomb.
