It is a WEST GERMAN customs visor cap insignia and the "Zoll " eagle on a yellow shield has been removed .

Wreath,

AT first, I thought this may have been a Reichsheer wreath. But Bernd has correctly identified it, the poor formation of the wreath and wappen center badge are telltale signs.
