Have looked through several books now, but can not find anything that comes close.

Any ideas ?

Great photo! I've never seen any hat insignia like that before. The collar tabs do look similar to a Oberstluftschutz-Führer. Maybe an early Luftschutz? Could the hat insignia be a cities crest?

Raymond, that is exactly what I think too.
Early Luftschutz, early also because of the small eagle.
In the wreath seems to be a symbol of a city together with the swastika.
Some other day we will find out.

In the meantime - it is a very nice photo.

I would be more inclined to think this was an early factory guard type.
