Same here, looks like there was more to the inscription....

It certainly looks 'Germanic' with the oak & laurel..Is the black field enamel? Ring appears to be silver, is skull brass or gold? You might get lucky with identifing the maker or distributer marks in band. Please try and post photos and/or a description of them , thanks , G.

looks like almost all topics from 2004 and back are gone guys .. Very disturbing.
