I know zip about ss collar tabs so is there any chance these are good. The only thing I know is there are 3 strands on the bullion.

yeah, sorry these are no good.
The bullion threads used are way too thick & springlike.

Once you can recognize the type of bullion & skull pattern used it gets easier telling good from bad, as the good ones are generally quite similar.
