Post-war likely done by the Vet. Look at the numbers. In north American style. Some sort of id # Texas.....?
A shame too cause there's a ton of lacquer.

I'm with Paul, it does look like some sort of US vet marking. At least the defacing is on the reverse.

It actually appears to be a museum control number of some sort - at least, it appears to be like such examples I have seen before. Of course, a US veteran as the source of the numbers is equally plausible.
