I don't know if it's original or not,but I think it was used by the signals corp.The side loops were used to hold a reel of wire.Of course,I could be totaly wrong!

You got it Rich! Prussian Telegraph units..
Pretty sure its original,they were brass with a nickel center.. Maybe the serious buckle collectors could tell you if they reproduced them and value of an original.....

They do reproduce them but I have no images of the reproductions. The example shown looks believable.
